  4. Newly found snapshots add a sordid chapter to the Navy sex
  5. scandal

  8.     Announcements and a major reorganization plan, the scandal
  9. bobbed right back to the surface. Investigators in San Diego
  10. discovered a cache of several rolls of film that showed the
  11. manhandling of a 17-year-old girl who was partly disrobed by a
  12. corridorful of rowdy Navy and Marine aviators at the 1991
  13. Tailhook Association convention in the Las Vegas Hilton Hotel.
  14. The snapshots detail an episode in which the hopelessly
  15. inebriated teenager staggers down the hall while drunken
  16. officers tear off parts of her clothing. A hotel guard finally
  17. leads the girl away as a Navy officer zestfully waves her jeans
  18. and panties.

  20.     Possibly even more embarrassing to the Navy was a
  21. videotape record of one of the Tailhook workshops that took
  22. place two hours earlier that same day, in which senior Navy
  23. brass -- including Chief of Naval Operations Frank Kelso and
  24. former Navy Secretary H. Lawrence Garrett III -- sat by as Navy
  25. officers jeered the idea of women in combat. "By not taking a
  26. stand at this moment, these gentlemen created an atmosphere
  27. conducive to what happened afterward," said a Navy officer who
  28. witnessed the incident.
